Are We Being DeFlocked? Privacy Concerns Arising from License Plate Surveillance Cameras

From vast government databases to individual smartphones, data collection and analysis tools have never been more prevalent or effective. At the same time, there are increasing concerns about the privacy implications of this technology. A spotlight has been thrown onto automated license plate readers (ALPRs), a form of bulk data collection that has grown in both its presence and controversy.

Expanding Surveillance Frameworks

Flock, one of the largest providers of ALPRs in the United States, aims to “fully eliminate crime” by using these readers alongside other connected surveillance cameras. Their mission, however, is deemed unrealistic by experts. These tools are widespread across thousands of neighbourhoods nationwide and are often interconnected with different surveillance systems thus enhancing their reach and influence.

An Alabama Resident’s Countermeasure

Intrigued by the sheer proliferation of these surveillance devices, Alabama resident and developer Will Freeman decided to map and record the placement of these ALPRs. Freeman’s project, DeFlock, which runs on Open Street Map – an open source, editable mapping software – has successfully crowdsourced data, capturing the locations of thousands of cameras in major cities across the U.S. and the world.

Understanding Surveillance Tactics

In an unexpected bonus, users reporting cameras to DeFlock can also reveal the direction the surveillance devices are pointing. This disclosure can shed light on the strategies deployed by corporations and law enforcement agencies, illuminating crucial information about traffic patterns and routine surveillance.

Privacy Invasion: An Unintended Consequence?

While the purported aim of these ALPRs is to bolster security and effectively fight crime, their permanent, omnipresent nature has raised uncomfortable questions about individual privacy. The instruments arguably have the capability to track innocent citizens’ movements, raising the spectre of stalking and overbearing surveillance.
